Documents pertaining to Bandalas issued in the Bikol region (1707-1713)

A compilation of documents related to the Real Compra de Bandala (or Vandala) issued in the Bikol region between 1704- 1713. Bandalas were orders for the compulsory sale of goods. The compiled texts alternate between certifications of orders delivered by the Priests, under the orders of the Governor-General of the Philippines, and the testimonies of compliance from local officials across several pueblos including Polangui, Baao, Nabua, Iriga, Buhi, Oas, Camalig and Cagsawa. This compilation is extracted from Volume LMM 071_8484 entitled Despachos de Su Majestad al Presidente de la Audiencia de Filipinas, 1707-1713. Bandalas refer to the compulsory requisition of agricultural products, primarily crops, imposed by the Spanish colonial government as a form of taxation. Under this system, local producers were mandated to sell harvests to the authorities at pre-determined, below-market rates.

{A la margen izquierda: Polangui: Sobre la publicación del orden de la bandala}

Fray Alonso Buena Ventura de la sagrada
orden de mi seráfico Padre San Francisco, guardián de los
conventos de este pueblo de Polangui y del de Sibón y ministro
doctrinero de los naturales de ellos, de este provincia de
Camarines certifico a los señores que lo que presente vieren de como
una orden del superior gobernador de estas islas
sobre que se compre para los reales almacenes de
la ciudad de Manila, cuatro mil chinantas de abaca
en rebaja a dos reales y dos mil gantas de aceite de
coco a medio real gantas que se paguen en tabla
y mano propria a los dueños que los dieren y se les
reparta a los que tuvieren con igualdad con
beneplácito mío. Se publicó el trasunto en lengua del
pais en la iglesia de este dicho pueblo por el escribano del gobernador
de él en concurso de muchos naturales acabado los oficios divinos.
Y fijó un tanto en parte pública y por
ser así verdad doy la presente Polangui. Noviembre,
27 del 1704.
